The Stipendiary Stewards further continued their enquiry on 1.4.2019 into the excessive and improper use of whip by Jockey Sanjeewan. After hearing his
statements, viewing the CCTV replays several times and considering Jockey Sanjeewan pleading guilty to a charge and accepting the number of strikes,
he was unable to offer any explanations for the excessive and unacceptable manner in which he used his whip, which included him using it with his arm
above shoulder height (deemed to be unacceptable under the whip guidelines).
The Stipendiary Stewards took into consideration the following:
1)That the officials had spoken to all the riders pre-race and advised them of the concern for the horses and whip rules.
2)Defying the rules as regards excessive use of the whip twice with complete and total disregard has to be looked upon with more sternly than simply a
mere second offence.
3)He appeared to be using his whip with as much force as possible and that his display of riding was of poor lack for racing knowledge.
4)Using the whip above his shoulder height.
5)Jockey K. Sanjeewan the rider of STAR SCHOLAR was fined Rs.2000/- for the excessive use of the whip on his mount during the race.(1st offence)
6)Jockey K. Sanjeewan the rider of BAASHAGAR was fined Rs.4000/- for the excessive use of the whip (2nd offence) He was further severely reprimanded for
the using the whip in an improper manner.
After deliberating the matter at length and taking into account the severity of the breach, Jockey Sanjeewan has been deprived of the use of whip in races
with immediate effect till the conclusion of the season. The officials also opined that the decision taken is unprecedented and extremely important
that a penalty has the effect of deterring riders from committing similar offences.
